London’s DVS grace period extension – What it means for your fleet

Transport for London (TfL) has recently announced a significant update for businesses operating vehicles over 12 tonnes within most of Greater London – the grace period for meeting the minimum three-star rating under the Direct Vision Standard (DVS) scheme has been extended.

Understanding the grace period extension

The DVS scheme, implemented in March 2021, assesses HGVs over 12 tonnes based on the driver's direct field of vision from the cab. Vehicles are rated from zero to five stars, with zero-star vehicles requiring the installation of additional safety measures to operate in Greater London.

Following the success of the initial scheme, TfL announced in October 2023 that vehicles operating in London must achieve a three-star DVS rating or be fitted with a Progressive Safe System (PSS) by 28th October 2024 – this date remains unchanged.

However, TfL has now extended the grace period from three to six months, with full enforcement to commence on 5th May 2025, granting fleets additional time to comply with the new safety regulations.

To benefit from this grace period, operators must apply by providing evidence of booked installation works scheduled before 4th May 2025. Failure to do so will still result in fines for non-compliance before the new grace period end date as the safety permits for vehicles rated at zero, one, or two stars issued before 24th June 2024 will expire on 27th October 2024 at 23:59.
